Many fishes [species] produce lots of offspring that can easily replenish their population.  Without human interference lots of young fishes would die young because there is neither room nor food for them to live [the habitat is always limited and there is not enough room for everyone].  For such species careful collecting won't do much harm.  As long as the habitat's quality is good, lots of food are around, good spawning ground are avaliable and enough parental stock are left alone they can quickly repopulate.  For species which have few offsprings [eg. shark, arowana, etc.] or if too many breeding individuals are caught such fishes would be in grave danger...
