By your brief explained, if it from Indian subcontinent or Myanmar rivers, it might be 'Silonia silundia' or any related species of that genus. It belong to Schilbidae (sensu lato; in broad sense).  This fish also occured in the Salween River, and will be reported soon. Its market name call, butter fish in India, yummy fish!!  their young and larvae nursing in estuaries, may breed upper reaches or at least feedding migration upstream in Rainy.  You can taste it at Mae Sariang in some restuarants, i.e. Intira, Renu!! it call Pla Waan; sweet fish overthere.

Sorry, the picture not show for a while. I just see the fish later, now. It not Silonia, but Neotropic species; consult Ng Heok Hee at petfrd.com.
